The Penn Energy Savers Program (PESP), funded through the Inflation Reduction Act (IRA), is designed to help Pennsylvania residents and multifamily building owners reduce energy costs and enhance home efficiency through rebate incentives. These rebates help cover the installation of high-efficiency, all-electric appliances, insulation, air sealing, ventilation, and more—providing significant financial benefits for energy-saving upgrades.

Become a Qualified Contractor
1. Review Requirements
Read through the program participation manual (including guidelines and eligibility criteria) and required documentation.
2. Complete Your Application and Submit Required Documentation
Submit the Contractor Application, Recently Completed Projects Form, Employee Roster Form, and your proof of insurance online here.
3. Application Review
Penn Energy Savers will review your submission and reach out if any additional details are needed.
4. Gain Provisional Approval
Receive your Penn Energy Savers Qualified Contractor Certificate and begin work under provisional status. Provisional status remains in place until five (5) projects are successfully completed, so that quality and timeliness of work can be assessed.
5. Required Training
Once approved, the Qualified Contractor will be required to participate in an initial PESP Qualified Contractor training webinar.
6. Start Helping Homeowners
Get assigned projects, complete installations, and participate in post-installation quality checks.
